i asked this question from my proffesor Dr Reza Ghasemzadeh. he said when a combustible mateial burns , electrons is exited, they gain energy, and jump upper into upper orbital but this condition is unstable . they tend to return to former condition . they will give up thier energy . this energy is fire.
