Probably because people tend to be anthropomorphic in thinking that cats will have the same taste preferences in prepared food as humans do. Moreover, the cat food makers don't really care too much the flavor of what the cats eat, so lots of it depends on what they can get the cat's owners to purchase. I would also guess that the common human meat foods, at least in the US - like chicken and beef - are produced in large quantities already, whereas raising lots of mice or rats for cat food would be both inefficient and unusual.
Also, I would venture to guess that cats don't naturally confine themselves to mice as prey in the wild, but that's all they're known to hunt once domesticated - so historically they ate more things, so they still like other flavors.

Actually, it has been tried by several large companies, but the cats used for taste testing did not like the flavor.

Have you ever tasted a mouse? How would they know how that should taste unless they have sampled? I mean, chicken, tuna, beef...we've all had that.
