frank_okolo2007@yahoo.de is an email you can prove is used in scams. I fail to see why you allow it. Perhaps a law suit would make you see things a lot differently.

I think if you check the Yahoo terms of service you'll find how to report that to Yahoo. The robot does not read answers and only picks up prohibited terms (which is why some folks put punctuation marks in odd places in a word).
You could also relay the information to the FBI since an international task force of law enforcement is working on the problem. But as soon as they shut one down, another appears.
Also the addy may be a re-directed one and not the home base, but the pros can check that out and trace it.
They only know about the solicitations if they are reported.
