The germanic peoples. Caesar said "Caesar described the cultural differences between the Germanic tribesmen, the Romans and the Gauls. He said that the Gauls, although warlike, could be civilized, but the Germanic tribesmen were far more savage, and were a threat to Roman Gaul, and so had to be conquered."
And in fact in a few year during Tiberius' rule 3 legions were wiped out by the germanic people and Rome pretty much never tried to conquer them ever again.

Definately not his own!
If it were, then he would have ruled Germania and Parthia, which he did not! They were one of the best yes, but not THE best. I'd say either the germanian people or the parthians. O, and he did not rule Rome at all, he was a great leader, general and politician but was assasinated before he could seize the crown. The first ruler or emperor of Rome was Augustus, Julius' nephew.

His own I would think. Particularly under his own command. He did, after all, start a civil war with the greatest military power at the time (Rome itself), won it and cemented himself as the undisputed ruler of the Roman world.
