Your armpits are darker because the hair starts growing below your skin, and you can only shave off the hair above the skin. Thus, you've still got some dark hair below your lighter skin that shows through. Using a hair removal cream like Nair would be a slight improvement over shaving (as it removes the hair JUST below the surface), but for evenly-colored armpits you do need to remove the hair FROM THE ROOT. Unfortunately this means waxing, threading, electrolysis or laser. Sorry!

Is it dark because you have really dark hair follicles or because your skin is actually darker under your arms?
If it's the former, then you need a closer shave or you can try a depilatory that will get the hair below the skin surface. Get a mild one that won't burn your tender underarm skin.
If it's actually your skin that's dark, it may be dead skin cells building up. Don't overdo the antiperspirant or deodorant and gently exfoliate your underarms every day with a loofah or pouf or sugar scrub.

Use pure aloe vera. Yes It will sting a little but it will fade the dark marks. I use it on my bikini area and fades.. slow process but use a generous amount repeatedly and will work
and try waxing, or just shaving with a razor with bring back those dark areas

On my face I find you only get a good shave when you go against the grain. If you can figure out the grain of your arm pit.
Or you could always just NAIR them. Which is good so I hear
