Who is the top acting agent? Where are they located? What should an aspiring actress do?

Those are just a few questions, any other tips are good too!! I want this so much, but I need help, if you have any knowledge please give some to me!!!!

The first thing you need to do is go back to school and get a degree in something practical. Your odds of becoming an actress are so slim that you would be just as well off playing scratch-off tickets for the rest of your life. You will be so much more confident if you have something to fall back on, and you'll find better work to keep you afloat in the lean years that are to follow. That said, you MUST take a shot at your dream. If you don't, you'll always wonder. It might not work out, but at least you will have tried. After securing your future in case of likely failure, move to Hollywood and start talking to people. Forget the "top" acting agent. That person is not interested in you. Write letters to studios. Go to talent agencies. Try out for local theater and plays. Apply for modeling jobs. Take acting classes. Get a make over and make sure you look your best. Have professional photos taken of yourself and send them around. Go to parties. Meet people. LOTS of people. Making it is all about luck and being at the right place at the right time. But the most important thing is to go where the action is. If you live in Tucson Arizona or Jackon Mississippi, you're never going to make it.
