They don't always.
However, yes, most times poles are close to roads
to reduce the cost of putting them in. Generally,
roads already have a right-of-way through the
various property lines which would be a pain
in the butt for phone, cable and power companies
to negotiate.
Also, its easier to get at them to repair them (though
arguably they also get run into that way).
Houses are near roads. Houses need power,
cable and phone ... it doesn't take too much
imagination to see how this relationship grew up.
Personally, I think that they should dig a fairly big
ditch when they lay a road and put the road over it.
The ditch could then hold electrical infrastructure
as well as pipes, etc.
Yes, its more expensive initially, but the money
saved in the future by reducing wind/ice outages,
etc would more than pay for it. It also looks better.

Telephone posts tend to be installed next to roads because the area directly around it is zoned as an easement or right-of-way or is otherwise not private property. Property owners may object if the PLDT decides to run telephone lines over someones home.

Because the road for over a meter on either side is government property and they don't have to pay you to put it there. Also maybe because back yards have animals and they can't get the equipment in as easily.

because in the different case the rainwater could stay on the line and there could be more advantageous crashes and more advantageous deaths. Ditches are literally not a perfect answer, yet they are safer than doing no longer something. (the major cities on the coasts have sewer grates and underground pipes to carry away the water, yet this attitude expenditures too a lot for most places contained in the midwest to locate the money for.)

because it's harder and more expensive if they do it on the mountains.=)
where else should they put it? it is only on the roads where there is enough space for them to put it up. they can't put it in between houses because those are private properties and of course there's not much space there.
the answer is because next to the roads are still considered public property.

It's because of the cost that goes with it. Quite expensive if they will install it underground. Even though, this is the safest thing to do.
