Pretty much, a tux is the more formal version of a suit (although when it first came out, it was considered very informal). It is generally in black, and has a bowtie instead of a long tie. Tuxes can be worn with vests, cumberbuns, ruffled shirts, tails, tophats and so on, with tails and a tophat generally being considered the most formal version. Usually you wear either a cumberbun or a vest, not both.
Suits, in contrast, tend to be a little less tailored, and can come in multiple colors. As a result, they are considered less formal than a tux, and are worn for various business and social occassions. It is also possible to mix and match with a suit, particularly by changing the color of the shirt and tie worn underneath.
In my opinion, it is possible to wear a tux to multiple different occassions, but then again, I'm also a musician, so most of the men I know already own tuxes! If you want something that you can wear to a formal event (such as a society dinner/dance, an art gallery opening, dinner at a nice restaurant) you'll probably want to get a tux without tails, in a fairly standard style. I would probably stay away from colored tuxes, ruffled shirts, and cumberbuns, as they tend to go in and out of style fairly quickly. Similarly, stick with basic black for the vest and the tie, although you might consider getting colored cufflinks/buttons, vests etc. if you want to personalize it for various parties. Generally anywhere where you would wear a really nice dress, he should wear a tux. A suit would only be good if you were having a fairly relaxed wedding and for business and some formal situations afterwards.

The difference between a Suit and a Tuxedo is not only where it can be worn.
A suit is usually made in any style of the same fabric except the lining on the inside. Jacket and trousers in same fabric.
A tuxedo is different. You have a base fabric and the lapels are usually trimmed in satin. Pockets are also trimmed in satin dependent on the style. Some styles has a satin strip running on the side seam on the trousers.
Suits can be worn anywhere at any given time. A tuxedo is usually for formal events. Tuxedos carry more and different accessories.
Unlike suits which are usually worn with a neck tie, once can wear a bow tie with a tuxedo accompanied by a vest.
Vest can be worn with a suit usually in spring or fall for extra warmth.

A tux can only be worn at very formal situations. Not for every day or business.
