250 - 234 = 16
Now, 16 is what percent of 234? so, as you stated in option (1): 16/234=.068 and then multiply that by 100 for 6.8%
and then double check by taking 234 * 1.068 which equals 249.91 which is close enough to 250 for gov't work.

Since you are speaking of an increase, the base would be the smaller number - before the increase. In this case the smaller number 234 is the base number in the division.
