(250-234)/234 = 16/234 = ~.068376 = 6.8376%

1.068376 * 234 = 250

Neither. The percent increase is 100 x (250-234)/234.

250 - 234 = 16
Now, 16 is what percent of 234? so, as you stated in option (1): 16/234=.068 and then multiply that by 100 for 6.8%
and then double check by taking 234 * 1.068 which equals 249.91 which is close enough to 250 for gov't work.
