yeah i have noticed.
like ashley tisdale from high school musical is 21 years old and she looks so much younger.
miley cyrus doesnt look that much younger than she actually is.
but soooo many more do.

Yes, I have noticed. Ashley is 21 but looks 15. Dylan and Cole are 14 but look 12, Miley looks 14(her real age), Ricky Ullman is about 20 and looks 16, Alyson Michalka is 18 and looks it, Aj Michalka is 16 in a few days and looks it too.

That's actually not unusual.
Hollywood puts rather severe restrictions on how many hours young actors can work (compared to adult actors). The younger they are, the fewer hours they are allowed to put in. So Hollywood prefers to hire actors who look young, but who are actually older than they look, so that they can work longer hours. Generally speaking, older actors are also more mature, have more experience, can remember their lines better, etc. So if they can _look_ the age of the character they play, Hollywood will almost always hire someone older.

yea, i saw monique coleman on dancing with the stars and realized she was like, 21!!
i think part of the reason is that they are reaching out to a younger demographic that sees grownups as uncool. so, they have to market their stars as younger than they actually are.
