Where can I download a TI-83 calculator? Or at least, where can I download something that performs similar functions? Thanks a bunch!

im sorry man TI-83 is too old for programming. it dosent even have the APPS button.
try TI-83 plus or above

An almost exact copy, from TI can be found by downloading the Ti Flash Debugger. There is an emulator in there.

I don't think there's a simulation for the entire calculator. It might have been done somewhere by a programmer too cheap to buy one, but that's something of a conundrum. He'd need to HAVE one in order to write a good simulation, and if he's a good enough programmer to do it, he can afford one and wouldn't have to simulate it. But feel free to explore the website:
