Send a buoyency aid in. Never dive in or get in to help them whether you can swim or not. This could put you in danger as well as your friend and you must stay out of the water. If there is no bouyency aid to help them out, try finding a rope for them to grab onto so you can pull them in. If there is neither call for help either by mobiling the emergency services, yelling for help or sending off the SOS signals. Which is:
Light: Fire or something that will glow orange or red.
Sound: 3 short noises, 3 long, 3 short, I think
Smell: Smoke.

It would depend if you were in a pool, in the sea, by yourself, or with other people.

Firstly I'd raise the alarm and notify the lifeguards.
If we were at a beach, I would not get in the water because it'd just make 2 people for the lifeguards to save rather than 1.
If we were at a pool, I would tell them to try and turn to my voice and if they could manage to float do that. Calm them down if you can too. If they were in reaching distance, I'd get an item long enough (boogie board, boat hook, water noodle, anything) to try and reach them and pull them in.
