fly a kite outside your window, but don't put a key at the end of the string.

if possible, look into moving...
for now, turn on a fan, if you have one... (it will drown out the noise, and it is a controlled windy environment.)
turn on some soothing music... (keep you distracted for a little while)
I always try Psalm 23, but there are many other Psalms that speak of comfort.
In the future, try something herbal to go to sleep. Herbalife makes an awesome sleep aid called "Sleep Now." It has a good smell & aftertaste - and works better than any medicine.
In the meantime, a large dose of calcium will knock you out, pretty quickly - call a 24hr pharmacy and ask the pharmacist for the exact dosage in milligrams, for your weight. (make sure you take it with food - no upset stomach)
Hope you sleep tight.

Nuclear power plants are impervious to missiles, strong winds or even hurricanes or tornadoes pose no threat what so ever. Relax, put on some music or a loud movie and hunker down, the wind will pass.

do you have an mp3 or portable cd player with headphones? play some music to drown out the sound of the wind...get out of bed and stay out until you get sleepy, then head back to bed. Oh, and stay away from bright lights or other stimuli...they can keep your mind active and make it difficult to go to sleep. Turn off the computer!
Hope this helps! :)

Find a magic lamp and drink warm breast milk from it. This said milk will make you tired, causing you to fall into a deep sleep. When you wake up, the wind will be gone.

Well. If you are young enough, go into your parents bedroom if not then call someone you know and see if they can pick you up and talk to them the whole time they are in the car. It really works. Setting your mind somewhere else.

I'd move. Is there really a nuclear power plant next door? I'd really really think about moving.
As for the wind part. As I tell my kitten, it's only noise, it can't hurt you.
