The second generation, there are some that can be obtained in Emerald, the other are found in Fire Red and Leaf Green. There are still a few pokemon like sunskirt and roselia in Emerlad that are third generation Pokemon that cannot be obtained. You can also find some on XD and colisuem for the gamecube as well.

Yes, either most or all third gen Pokemon are on Emerald. To get Johto region Pokemon, you must play FireRed- no dice on Emerald.
Fix your spelling and punctuation- it's really not difficult.

Surskit, Masquerain, Meditite, Medicham, Zangoose, Lunatone, and Roselia are not in it.
And about the 2nd gen; i have no clue. good question
