well that's a good question, and I have your answer,
I mean think about it. Movies were around before the tv. People use to say they were going to see a "picture" when they were going to the movies. People are in pictures, and therefore they are "in" movies which were first known to be moving pictures (motion pictures). But they are still known to be "on" the Big screen.
We say on tv because tv replaced the radio. And, we still say "what's on the radio" and not what's in it.

The movie is the actual piece, while a TV is a format for watching something. So, while someone is on TV, they're in a show (though sometimes on a show, as well). And when someone is in a movie, they're on the big screen.
