OK, so we have a discrepancy amongst American English and British English - the Milliard and Billiard are ONLY British - please don't confuse the American children who are already struggling with place value.
Also- a side note 12 cannot be in a PLACE. Only single digits can be in a place - example 12,000 the 2 is in the thousands, the 1 is in the ten-thousands place.
But anyway back to your question....
I believe in today's common society you could say it is over 12 million billions - where 12 thousand is your number and billions just becomes a label (like saying 25 dogs.) But that's just me, and I'm sure there are a bunch who say I'm wrong. I don't think I would mark it wrong on a test and if you are trying to convey this amount to another person they may have a better understanding of what 12 million billions looks like rather than a quadrillion.
