After you empty your recycle bin is there a way to retrieve those things again? If so how?

When the file is deleted from the computer by using the "delete" option it is not physically deleted. The file is simply marked as deleted and windows doesn't see the file anymore. Eventually, though the file will get overwritten by other stuff you write to the drive.
So the answer to your question is: yes it MAY be possible BUT...
If these files are important to you. Stop using your computer immediately. Anything you do is creating a risk of overwriting the file. Even when the computer appears to be doing nothing it may be writing stuff to disk. The sure fire way is to just pull the plug on the computer, despite everything you've learned about proper shutdown procedures.
Then use a different computer (at your friends or school or work) to download data recovery software, and burn it to a bootable CD-ROM Usually most programs of this kind operate the same way: it is usually pretty straight forward - do a search > find the file > restore the file. Just boot your computer from the CD and do the restore. It may or may not work depending whether the files have been overwritten by other files.
P.S. If your morals are flexible then the best package in my opinion to get is hiren's boot CD. With a little digging you can find it on the web. The latest version is 8.9. This CD is a life-saving collection of utilities for almost every need and has about 8 different data restore packages. But of course given that hiren's is a free download this CD is technically illegal because you are not paying for copyrighted software, but I found no legal alternative that gets the job done more effectively.

Under Windows, I don't think there is a way.
