I'm in the US, but I just bought a 30 gallon bowfront with stand, all accessories (including rocks, food, chemicals, even fish), the whole setup for $100 from the classified ads. Just make sure everything's in good shape before you buy used, but I'd try that. My setup new would have been over $700. I even took home her cycled water to save from that problem.

It all depends on what size aquarium you want, you can get some 5 gallon Betta tanks for as little as $8 without a filter and a heater or food or anything. But a Betta isn't a saltwater fish, I have never kept saltwater fish so I am not sure the price of the stuff for that. But I can tell you, being an aquarist is a expensive hobby because you need the tank, the filter, the heater, the gravel, the decorations, the medicines, the testing kits, the food, the electricity to run the stuff, the net, I can keep going and going, so if your looking to spend only $10, I wouldn't get into this hobby, it is expensive, sorry.

Try craigslist.com for your state/city.

Freecycle sometimes has tanks and equipment that are used - best of all it's FREE! (there are UK chapters, too!) http://www.freecycle.org/
