It depends on what is causing it. If a guy is an alcoholic, he most likely won't be able to get it up, or keep it up if he does get it up. If he spends too much time with porn, he may not be able to get it up with a real woman. If he is diabetic, that could cause ED. For men, yeah it causes a problem. They get frustrated because they want to be able to take care of business. For a woman, it's frustrating because she "just knows" she is fixin' to get some and then winds up having to take care of herself. Go to the doctor if it's a problem for you.
