No, purchases need to be determined ahead of time with your discussions regarding your budget and annual savings. But by the fact you're asking this I assume you haven't done any of that.
When I worked and my wife stayed at home she had a weekly allowance to cover those items not dealt with in out budget or our weekly shopping trips. She could spend this or save it as she saw fit and as necessity dictated. When she wanted something for herself she found areas to cut.

No, because the one staying at home is providing a home for the one who is working to come home to, with the cooking, cleaning and child raising. If the one working wants to be the only one to purchase things they he/she should not get married.

No. Most purchasing decisions need to be made together. My hubby makes more money, he buys what he wants, and I ask. I don't have a problem with that and it is not degrading to me. Why? He handles the finances, I don't, so he knows how much money we have. Even though we are comfy, I still think it is appropriate to ask. He is the man, and the head of household, and that is why I ask. Sorry I'm not a raging feminist obviously! And no, not a doormat either!

Heck no. A marriage is 50/50 for everything, including money. No matter where the money comes from it belongs to both persons. Both people should be able to save or spend that money. However, both partners should have an equitable responsibility in making sure that the bills get paid.

No !!!!!!! Most women if there not working they have housework or children to tend to and believe me that is a job itself .
Oprah had a show on that one time and even she said that , and she doesn't have children .
Just because a person doesn't hold a job does not mean they don't work ,being at home is work also , unless a person is to lazy to keep there home nice and clean .

I am the stay at home Mom and my husband works. I do the finances in our house. He's horrible with money.
My answer...ridiculous thought. Married couples share money, especially when they have jointly chosen for one to stay home.

I think it is unreasonable to think that only one is permitted to purchase things.

what? of course not! marriage is equal partnership. just because the other one is bringing the money in, it doesnt mean the other one is "not working". think about all the stay-at-home moms, they may not have the income but they work non-stop...they are the mom, wife, chef, driver, maid, nanny rolled into one.

Hell no. they both contribute to the marriage whether its in bringing home money or doing housework. Marriage is a team effort and should have respect for both regardless of who is working and who isnt.
