Experiment with long, knit or stretch velvet triangles. You'll want to baste one long side of the triangle so you can gather in that one side to make your tentacle "curl".
If you just want to suggest tentacles, though, you might go with a fitted black suede dress, and slash the bottom hem into wide fringe (suede doesn't unravel like a lot of stuff will). You can make up for the rest by going over the top with the makeup and hairdo.
