If you are getting NOTHING out, the blower motor is bad.
If you are getting air out, it's just not cold, the compressor is not making the air cold. Usually it's the refrigerant being low, which means you have a leak in the system.

To get to the bottom of your problem take your car to an automotive air conditioning specialist or your car dealership and they will pressurize your system with a die check. If your air conditioner does not work after the die check they will inspect for leaks as the die will leave a color where the leaks or leak is. You'll have to decide weather you want to spend money to have hoses O rings steel lines, condenser, compressor or evaporator needs to be replaced.
If you don't want to bother buy a recharge kit in any auto parts store and recharge it yourself.

Settle down.
You just need your system charged with freon. It doesn't cost a whole lot. Just get in the phone book, call a radiator shop & tell them the problem. No big deal.
This is to be done by a licensed professional, by law
1990 is old. It just needs a booster shot. I doubt seriously there is a leak in the system.
