I can't believe on one has mentioned this game yet...Civilization! There 4 true civilization games, most with an expansion pack, and an off shoot Civilization: Call to Power, which was base on the Civ 2 engine.
There was also Imperialism and its sequel, which was a good, if under-appreciated game.
There's also sci-fi games like Master of Orion, or Galactic Civilization.
For fantasy try Heroes of Might and Magic (I think that's the right version, it might be the RPG versions instead.)
Now, all those where turn-based, for real-time try:
Age of Empires, Rise of Nations (a favorite), or any of a hundred other games that are technically one nation against the other.
There are a ton more, just look for "strategy" on any gaming site. (Romance of the 3 Kingdoms, Advanced Wars, the list goes on and on.)
