in all societies, they dont, but in most they do,,,,and some societies where they cover up, also have topless swimming/sunning at certain beaches,,,,, i think its due to men seeing breast in a sexual way,, as opposed to just mammary glands,

I disagree with just about everyone, if women did not cover up their breasts, it would be normal and no one would even take notice. Covering them is a function of fashion , also Women don't like to be uncomfortably cold any more than men do so they cover up to keep warm. Sexually, I think of the covered up breast more like the beautiful wrapped gifts under the Christmas tree, both drive us crazy with anticipation of what is inside

They don't have to, it's just generally agreed in most societies that they should in public for more than one possible reason.
I mean, most men are supposed to find breasts sexually attractive, and so it's best for women to have them covered because they are a big distraction, and could also lead to men acting more impulsively with women, denying them important rights. It's possible that women are ashamed, like it says in the Bible, just as men are ashamed and cover their genitals.
I suppose maybe you're asking this because breasts aren't sexual organs, and so that could discount the last reason I gave, but the first would still stand I suppose.

They did it first to protect their bodies from the elements, and themselves from horny prehistoric men who hadn't developed manners. After that, religion got in on the act, created words like "Decency" and "Shame" and the rest is history. Not all cultures require their women cover their breasts. Some tribes in various parts of the world today who aren't tainted by European religious approaches still regard exposed women's breasts as natural and not indecent.

because otherwise, men would be drooling over every woman that walked by. women were smart enough to realize they should cover their chests.
