What can the police do, is it considered harassment, disturbing the peace?

It depends what is said and the local law enforcement. There are pretty bad verbal altercations that go on every day with nothing more then a eye roll. Not all end up in an arrest. It is usually hear-say, and without any proof, someone can make up anything. Now if there are witnesses, and they are willing to fill out a report, then you can be in trouble. The best thing is to just laugh and walk away.

If you made threats that could be serious. The first time someone says I'm gonna kill you if you ..... might be the only time they say it since they just might follow thru.

It's also threatening if you wave a gun, a ballbat, a golf club, a hammer and tell someone to stay off your property.

I'm not sure what exactly you want to know. All I'm doing is citing examples of serious problems.

it depends what was said, often in urban areas people yell at someone cause there's always someone, in the country you yell at yourself or family, in a sociological sense it's considred blowing off steam, when rural people encounter this "thems fightin words" this leads to misunderstanding about how close you can be with strangers. If threats were overtly made it is certainly harrassment.
