Okay..I can tell you that Cyber jar is banned...and I don't see the ritual card for Black Luster Soldier.. unless you meant Black Luster Soldier - Envoy of the Beginning.. because that one is banned...
You should move the Blue Eyes Ultimate Dragon into a separate category as Fusion cards are NEVER part of a deck...
You have WAY too many tribute monsters... in fact... I count ONLY 5 Level 4 or lower monsters.. play with this deck.. and you will get slaughtered.. horribly...
Sorry.. but I'm rating this 1/10.. you have nice cards.. but they don't go well together.. and well.. it needs a lot of work..

Well, I would rate this deck a 2.
It looks like you only have a few level 4 or lower monster cards. In the official rules, for all other monsters, you need to tribute summon one monster (if it is level 5 or 6) or two monsters (if it is level 7 or up). By the way, a monsters level is the number of stars on the card.
If you play the way that the original yugioh characters (in the anime) played in the first season of the show, this deck would be a 7, but that is not the official way to play yugioh.
Also, you need polymerization (one or more) in order to summon your fusion cards, like Blue Eyes Ultimate Dragon and Dragon Master Knight. In addition, you need 3 Blue-Eyes White Dragons in order to fusion summon B. Eyes Ultimate. Lastly, in case you didn't know, all fusion monsters go in a seperate, fusion deck, and can only be special summoned by polymerization or other, similar card effects.
Also, Cyber Jar, Victory Dragon are forbidden in tornament play.

best bet is to give up dueling, but sense i know u want go and buy a starter deck then read the freakin rule book. contrary to popular belief you can't just summonn a monster whenever you want to summon a monster u have to do this thing called offering to get a 5 star monster or higher on the field. and u only have like five 4 star monsters or lower. so obviouisly u have no clue what u are doing

You have too many tribute monsters that you cant even summon anything any people can just attack your LP directly because you dont have defensive monsters. Now if you are being cheap and playing with no sacrafices then that is the best deck with no sacrafices.
