They always were. It's a farce to think otherwise.
Pakistan is a Muslim nation with tribes. Some of these tribes respect Bin Laden and have offered him sanctuary for years!

I would say that this report is indicative of the Pakistani government's inability to control certain areas of their country. Mainly, I suppose they are afraid of sending the message out that they are not conducive to more fundamentalist elements of the Islamic faith.
