Suppose suddenly the cosmic background radiation suddenly turned off like by a light switch. What would be the implication, what would it mean?

Highly unlikely, but if I had to guess I would say that it has red shifted beyond the point of detection

CMB is just a form of radiation (light) that has a specific wavelength. ie. temperature. if it were to go away as you say, then all that would mean is that the overall temperature of the universe would be about 3 kelvins cooler than it is now. hope this helps!!!!!

It can't. Even if the rest of the universe stopped existing, the cosmic radiation from stars, black holes, etc. would still keep streaming to earth for at least 13 billion years.

Well, first of all it can't. The only thing that could happen is that things could now get colder than 3 degrees Kelvin.
