What do I need to do to try to have the local government pass a low requiring scooter riders to have a motorcycle endorsement on their driver's license?
Right now anyone can go out and buy a scooter and drive it on a main road with no experience. There are tons of these in Gainesville (U.F.) and they pose a significant safety hazard. They drive very dangerously. I feel they should have to take the same type of course that I had to take to get my motorcycle endorsement.

In Florida, laws concerning vehicle & driver licensing & regulation are a matter of state law. So you'll have to write or talk to your local state representative.
