First - tell her you're not interested. Why involve the courts or legal system when you can fix your own problem? It will be a LOT cheaper and easier that way.
Or just pack your stuff and move. Why do you stick around and tolerate her complaints when you can move to get away from them? It'll still be easier than suing her.
Second - what kind of damage have you suffered? If it's 5 minutes here and there, any decent judge will toss you and your case out on your ear. And that's assuming you find an attorney that will take it. If you do, you'll probably have to pay his fee up front, because he knows he sure won't win this case and be able to collect anything.
Third - let's assume that you do win, and you are awarded a judgement. That's a long way from having cash in hand. Any attorney will tell you that winning a judgement is only half the battle. Then you have to go after the person to get them to pay. That'll take longer, and be more hassle.
Fourth - hey, you've got money now - you got the landlord to pay you! Now your landlord is pissed at you, your rent goes up, and your lease isn't renewed. Guess what - you have to move! Hmm - I think that was suggested about 4 paragraphs ago, wasn't it?
Still not convinced? Still can't find an attorney? No problem - you can always act as your own attorney. That'll show 'em you mean business!

You should absolutely file a complaint to the Fair Housing Board. What she is doing is against the law & you are entitled to sue. Before contacting a attorney, however - file a dispute. You can do this online & some specifications may be state regulated rather then federally regulated.

Yes, there are lots of attorneys that do landlord- tenant work. You have to tell us what state you are in..an attorney can only practice in a state he is licensed in. So if I give you a New York attorney he will probably not beable to help you in lets say Missouri.
