the liquid that had been the surface of the bubble, just reforms (under surface tension) into small droplets.

Pressure in the inside layer of the bubble breaks the hell out of hydrogen bonds and set the molecules free.

actually a bubble pops out due excess of pressure inside......but what happens after that is it is split into small droplets of water or any liquid..........and it moves down and rests on earth.thats why when we keep our hands below the popped bubble we get the water droplets on our hand.
