If there's not too much of it, do you really need to do anything? Most guys are OK about women with a slight moustache.
If you do decide you have to do something, then there isn't a simple answer.
Facial (and also body) hair on women comes about in the same way as on men because of
1) your body being sensitized, before you were even born, to testosterone -- doesn't happen to all girls, but does to many
2) your body producing high levels of testosterone
The growth rate and coarseness of the hair depends on just how much testosterone is circulating in your bloodstream.
Steer clear of bleaching -- when someone sees you against the light you'll look as if you have a glowing moustache and/or beard.
As far as removing it is concerned it's worth remembering that
* Waxing, plucking, threading, epilating all pull the hair out by the roots and where the growth is hormonally-driven can actually stimulate a dormant follicle into producing more hair quicker. They also distort the root if done repeatedly, leading to hair growing at strange angles. And you've got to let the hair grow to quite a length before you can repeat the exercise. It can also damage the skin and discolor it. Long-term use of waxing also causes bad wrinkles.
* Chemical depilatories strong enough to remove the hair are very likely to burn the skin, cause swelling and cause long-term discoloration of the skin.
* Laser is also liable to cause burning and discoloration and in any case only works effectively on a dark hair/light skin combinantion.
* Electrolysis is very liable to cause scarring and discoloration of the skin.
Which, like it or not, leaves shaving which does not damage the skin. Best done with a men's-style electric razor, the best of which, for women, are probably those from the men's range of Norelco razors (Philishave outside the US). Most women who try a men's Norelco wonder why nobody ever told them about it before.

First let me say this. It is an absolute myth that your hair will grow back thicker and darker. Whoever said that is crazy. If that were true all men who are going bald in the universe should immediately start waxing or shaving their heads so their hair would grow back thicker and darker.
Anyways, other options for you would include laser, electroylsis, nair/hair removal cream, threading (like tweezing with long string), bleaching (which is not removing, just lightens hair).
I shaved mine with electric shaver for years. However, when I started to have laser treatment done for the rest of my hair on my face, they did the upper lip as well. I have never been happier. I have a few remaining hairs left and just shave them off with electric shaver. And by the way, still one hair growing out and same color it has been for 15 years. Not darker, not more...the same as always.

Get a Finishing Touch personal trimmer from Wal-Mart or Bed, Bath and Beyond. They are about $10, very small and easy to use. It will shave it without hurting your skin like a razor would.
Shaving does NOT make it grow back thicker! That is an old wives' tale.
Your other option is Nair for faces. Put on the cream, wait a few minutes then wash it off, and the hair will be gone. Do it at night on the weekend though, because it irritates some people's skin.

yeah. you do NOT want to shave your face! Waxing though, you should reconsider. yeah, it hurts for a sec, and then is numb for 5 minutes...but it wont grow back thicker-actually it'll grow back thinner and less noticible the more you wax. You can bleach as others have suggested- but then you'll just have a blonde mustache.
...i say wax it and join the club

Don't listen to these people's advice. Don't use a razor. That will make it grow back faster, darker, && thicker. DONT USE NAIR. Trust me I used it [[didnt even read the back it said not to put it on your upper lip]] it caused me to have a rash. Maybe you should just try to talk your mom into letting you have it waxed. Or if an aunt or relative has gotten her upper lip waxed get her to talk to your mom. Hope this helps

Try Jolene Creme Bleach... it's gentle and it works (you can get this at any pharmacy)... if you have the money laser treatments work really well.

You can use tweezers or they have hair bleach for your face that you could use if they're dark.
Nair also would work but I find it burns and gets red when I put it on my legs...so I don't dare try it on my face.
