(1) Create the files you will want to be seen by the public on your website
(2) Register a domain name (like www.yourname.com)
(3) Get hosting space (place to store your website files)
...note (2) and (3) *may* be purchased from the same provider but don't have to...
(4) upload the files you created in step (1) and store them on the space provided by step (3); maintain them on a regular basis...it is good to change them often to make sure the public is drawn back over and over! but then, that's another topic...

For a start, you can create your own website or blog site from any free service. Some sites that allow you to create websites / blog sites for free are:
http://www2.blogger.com/
http://pages.google.com/
http://freewebs.com/
Just sign up, and you will be guided through a series of easy to understand steps to create your site. You may look at my blog site for example (it's nothing great :( )

You can either go to freewebs . com, but that has not got a very good reputation.

The other (Better) way would be to learn HTML, PHP, or another internet language. The place where I learned those, are at http://w3schools.com .

Hope it helps!
