It is a guy who is under going the hormonal and eventual surgical change to female.
Although the female hormons cause his breats to grow like a womans and his facial hair has stopped and voice may be changed, his male equipment is still functional.
Sex change operations cost a lot of money and many stay "in-between" until they can afford it.

There are no "shemale". These are just people who identify as a male but just so happen to be of female anatomically. Or maybe you mean the males (anatomically) who identify as female. Either way this is not the proper terminology to address the Trans-Gender community.
