You should go to the pet store and buy some medication for your betta. What do you have in you tank with your betta? Do you have any snails or other fish? If you do have a snail, check to see if it is dead or not. My snail recently died and the water in the tank got dirty pretty quickly. So I threw out the rotten snail and I noticed that the betta had this white stuff all over it's head. And I realized that it was fungus....! So I went to the pet store and the staff helped me pick the best product to medicate my betta. So my advice to you is go to the pet store and explain to the what is wrong with your betta...

Without a picture it's very difficult to say for sure whats going on with your fish, but my first thought is to a protozoan infestation or one of several other parasites that attack gills first.

I would recommend you do whatever water changes are needed to keep the tank clean and treat the tank with a good broad acting parasite medication such as clout.

It's good that you've moved him to a larger home. At least the ammonia builds up less quickly and the temperature fluctuates less. Unfortunately it doesn't change the fact that he lives in cold, stagnant water but he needs a heated, filtered tank. He is a tropical fish, his preferred temperature range is 78-80F and the smallest tank that can heated safely is 5 gallon/20litre. Cold, water quality issues, stress, sickness can make him turn pale. In a bowl, all of this has a good chance.

It may be fungus or a bacterial infection. You will have to add aquarium salt, NOT TABLE SALT, to his water. Also buy some medication for him.
