No i dont think its illegal as long as you dont go into the other lane. A lot of truck drivers have to do this because they make wide turns, and their truck will hit the curb if they dont. So no its not illegal.

Weeeeeeeeeeeeeeeeeeeeell. It could be considered reckless driving, especially if it causes other people problems. But flexing specifically, I don't think is illegal.
I drive a semi with a 53' trailer - I almost HAVE to flex most of the time in order to get the trailer around the median.

The way I see it, you turned left on to another street where you then preceded to turn around, where the was no sign that said you can not turn around. I would suggest taking pictures of not only the area where you received the ticket. The intersection where the sign was, but also where you turned around. By using these aids it may help you case. Make sure you well prepared. Good luck

its only illegal if they cross the lane line before they do it otherwise no turning a little wide is not illegal as far as i know.

I don't think it is illegal but it sure can be dangerous and there is no reason for vehicles other than large trucks to do it.
