Great question.
I don't believe that there is one moment that made college football what it is today but one of the most influential moments would have to be when Bo Schembechler left Ohio State (and Woody) to coach at Michigan. It made the Ohio State/Michigan rivalry into what it is today. And seeing as how the rivalry is (arguably) the biggest in all of sports, I think it has made an impact on college football.

USC and ALABAMA played in what is sometimes refereed to as the "color bowl"...One player, Sam "Bam" Cunningham, an African American USC running back, is said to have helped speed the integration of Southern football through his performance in that game. In 1970, coach Bear Bryant at the University of Alabama scheduled a game with USC; Bryant's team lost to an exceptional USC team 42-21, with Cunningham scoring five touchdowns. Afterwards Alabama and many other Southern football teams integrated their rosters.

To me there have been a few things that changed the game that matter: 1. Forward Pass 2. Merger AFL and NFL 3. Protection of the Quarterbacks from monster hits. The pass being started got the game excitement and fans talking for growth. Merger kept all the best players in one league and upped the competition level. Protection of the QB's have kept the L.T. hits on QB's and Butkis hits on them down to a minimum.
