I only need Names and Address. Calling the # doesn't help.

Intellius.com can do it but I think they charge about 8 bucks for the search.

Call the cell from a pay phone.
Ask for John Smith about a past due Credit Card payment.
They will say you have a wrong number.
You give them the number you just called.
They will say that is their phone number, but there must be a mistake.
Then ask them for their name so you can flag their number so they will not receive collection calls. Then tell them that if any else calls to tell them to check the file for flagged numbers and it may take a upto a week to rotate out of the system.

Now you have their name.

FYI
Criminals use this scam, but also ask for SS#, Credit Card #, Driver's Lic# and anything else that stupid people are willing to give out.
