Definitely a drink; if you add ice to an existing drink, it doesn't suddenly become food. Even a slush/slurpee - something comprised mostly of ice - wouldn't be considered a food - just a frozen drink.

Food is material consisting essentially of protein, carbohydrate, and fat used in the body of an organism to sustain growth, repair, and vital processes and to furnish energy. Technically some liquids could be considered food such as soup.
Ice is not a food as defined above. It is also not a drink but becomes a liquid as it is swallowed. Technically for something to be a drink is must be a liquid as it enters your mouth.

I would say it depends on what you use it for... if use it to put it in your drink to keep it cool then its a drink- if you use it to make ice lollies or use with certain desserts, then I guess it would be a food???

it is considered both because some people like eating ice and some people like waiting until it melts that way they can drink it.

neither......even tho you cAn drink it (if melted) it wuldnt be ice anymore......ice itself is in solid form and isnt used as a food or drink as such, more as an aid in cooking (ice in a bowl, put saucepan in to cool the contents down quicker) or as temporary refrigeration, until you can find a more suitable place to store the foods etc........get me??
hope i didnt confuse you :)

Neiher, it is a solid that cools your drink, now when it melts it becomes a drink. so if ya have to have an answer i would say liquid, because it is 100% liquid. right?
