Not anymore. An estimated 45% of adult Canadian men have had it done to them, but the rate has fallen rapidly in recent years, and it's now under 10% and still falling for baby boys. It's no longer covered by government health insurance, and at least one hospital refuses to do elective infant circumcisions on moral grounds.
