Of course you can still do ballet! I've been dancing for 12 years and it is so much fun! But it will take a few years untill you will be able to go en pointe because you really need to strenghen your feet and ankles. Find a good studio and talk with the director about what you want to do, they might let you take a few extra ballet classes so you can catch up! Have fun!

You cannot start pointe ballet unless you have had at the very least 2 years of basic BALLET training, not any other dance. You're not too late to learn, but you won't be able to go en pointe very soon, you'll have to take many classes first. But since you are older, you can move en pointe quicker, because your bones aren't as tender and delicate.

Good luck!

Yes, you should be able to.
In order to do pointe, you must have some dance background. Jazz should have helped you with your footwork, flexibility and stamina, which a strong dancer requires. Normally, dancers start pointe work after around 7 years of classical ballet training(:

Get hold of a theraband. Theraband exercise bands are effective, low-cost fitness products designed for rehab and strength training. User progress is easily seen as progression through multiple band resistance colors. The creation of positive and negative muscle force during use also provides for coordinated muscle development, especially at the foot area.
