It's both. It means that you are guiding the way for a loved one to come home.

RE:
What does it mean to burn a candle or place an electric candle in a window?
Is this for a religous tradition or a military tradition? I have heard something about both.

burning the candle or the electric candle was a sign that your house was a safe place to take shelter whether the war was going on or you were just traveling and you were too weiry to travels so this is what my grandmother always told me what it means and i honestly do place the candles in the windows and i do take in people in who neeed shelter

A. Hospitality (at least that's what it means in the region where I live) It means pretty much the same as displaying a colonial image of a pineapple, or a Pensylvania Dutch "Wilkum" Hex sign with Distlefinks...
B. A light to guide missing loved ones home...

By leaving a candle in the window it was lighting the way for loved ones, who have been away, to find their way home.

I have always heard that if you lose someone you love or they are lost you leave a candle lit in the window so they can find their way home again.

It was also a big thing durring the time of the underground railroad. Candels were placed in the widow of people who were willing to help and house the slaves on their journey north. Also in some asian cultures a candle is placed in the widows at night to ward against evul spirits that would attack you in your dreams. It used to actually be perscribed by medicane men to stop sleep walking.

The actual purpose is to light the way home for a loved one who is away or missing...
For the military version: it's a Star in the window that represents that a loved one was KIA ( Killed in Action ).
