To me, a packing box implies a short-term use. Pack it here, take it there, unpack it.

A storage box implies a long term use. Pack it up, store it away, retrieve it at some future date.

I'd guess that means a storage box is sturdier, more heavy-duty. If it's cardboard, it may be waxed or plastic-coated to give it some extra moisture protection, too.

But that's all just a guess.

Packing boxes mostly used for pack items for a short time and storage boxes used for pack and store items for a log time.
