Doesn't Cheney have a right to disagree with the president? There is no reason why the president and the VP should have to agree on everything.

His quote from the site you mention is that the terrorists were in Iraq before the war which was true. The intelligence report mentioned in the Yahoo news item is that the terrorists and the Iraq government did not cooperate. So there is nothing wrong with his statement. The terrorists were in Spain, UK and the US before they hit each of them also but that does not mean they cooperated with the governments. Your question thus makes no sense. Bush also would agree the terrorists were in Iraq before the war.
