I think the most evil deed is anything that harms others out of greed.
People who are mentally disturbed or maladjusted can be argued to not really know how to function in a better way. For them, they can do all sorts of sick and awful things that could be seen as evil, but it's hard to know whether they can really help it if they have mental disorders or a history of abuse on themselves.
People who harm others out of greed know better and do it anyway.

Making a decision on behalf of all people, not giving them the individual right to live their life according to their view. Thinking all of humanity has been given over to one ruling entity. coveting all people as though they belonged to one or their possessions as their own when it was not by their hands or labors made. thinking that all you need is to see and it would be yours to keep. that is false thinking.
