According to today's edition of USA today, "many Presidents" have bypassed Congress by making appointments while Congress is in recess. In fact, it was done frequently by Presidents Clinton, Carter, Johnson, Kennedy, Truman and Roosevelt. Where's the beef??

Charity - Where do you get the idea that Sam Fox is "below the belt"? I live in St. Louis, as does Fox. He is a reputable and honorable businessman who earned his money on his own. His swiftboat donation was legitimate and served to help warn the people about Kerry.

Its not done all that frequently, in fact its pretty rare, this case is really nasty, the man who funded the Swift boaters was going to be put up for ambassador to Belgium, his nomination was rescinded because of, not only his extreme right wing views, but because he would have to appear before the congressional committee to OK his appointment with John Kerry, who is on the committee, the man he spent several million dollars to destroy. There isn't any pressing need to have an Ambassador to Belgium this week and the Easter break is only a week long, so instead, Bush thumbs his nose rather deliberately with Congress, showing himself to be both childish and petty, and puts this extremist in without giving a damn about Congressional oversight, as usual for him.
Bush is not happy about having to actually justify his actions, something that was noticed during the period of time the Republican congress had power, not only did they take off all the time, but they ceased to effectively do their jobs. Now that the power has changed hands hes really behaving more like a two year old asked to share his toys, than the president of the worlds greatest power.
It doesn't play well and I'm afraid this beef is all ground up.

It's not that he by-passed the Congress. It's just that he nominated such a below the belt candidate for ambassador. It's about this President continually pursuing policy that is not in line with the desires of his constituency.
