According to this web site, it is Harvard. The link brings you to a list of the top 500 universities in the world. Of the top ten, eight are in the US and two are in the UK.
The second link lists the top 200. Harvard tops that list, too.

that's a matter of opinion, but according to US News and World Report, everyone's favorite list, the best university is Princeton and the best Liberal Arts College is Williams College

YOu didn't say for what!
Oxford, Eaton, Harvard, Yale, Columbia all tops in most fields.
But RPI, Cornell or Berkeley might be better for engineering and anywhere else.
