Fact - Issa had permission from the administration, prior knowledge and consent. In a time of war (which is what we are in like it or not) you don't pull stunts like Pelosi did showing absolute disrespect an insubordination to go over there and act like she is running the show not our president.

I would say that depends on whether or not he was asked not to by the President. I'd also wager he hasn't thrown out offers for talks that he wasn't authorized by other countries' leaders to offer. I've never heard of anything so ridiculous.
