Can I just tape change to the envelope, if I don't have any stamps around?

I did that all the time when I had a rural mail box. The mailman would even make change if I didn't have any and just left a dollar.

Sure you can physically do it, but the post office won't send it. Unless the person who picks up the mail is especially generous.

That's not legal but some rural postal employees might accept it.
