Selection of returns for audit is on a random basis by computerised means and the cut off limit for income above which this process will be conducted is decided every year

I wouldn't think that to be true especially since most audits are random anyway. I think most people procrastinate because they owe and that irritates me since I usually get a lot of johnny-come-lately's (not that I don't mind the business) but I'd rather just get it over with. The IRS will work out a payment plan with you.

No it isn't. The computers mostly select the returns that will be audited.
